Two citizens were killed on the evening of Sunday, 4 October 2026, when security forces opened fire in Zahedan, the capital of Sistan and Baluchestan province. The human rights news agency HRANA reported that the shooting took place near Kuzeh roundabout in the Bazar-e Moshtarak area of Zahedan.
According to HRANA, security agents opened fire without any prior warning on the occupants of a passenger car, and two of the occupants were killed by gunfire. The identities of the victims and further details of the incident had not been established by the time HRANA published its report. Islamic Republic officials have so far offered no explanation of the shooting.
Unregulated shootings in Sistan and Baluchestan
Shootings by agents at citizens' vehicles, particularly fuel porters and Baluch drivers, have been reported repeatedly in Sistan and Baluchestan in recent years, and human rights organisations have described them as an example of the unregulated use of firearms. In most of these cases, no official has been held accountable for the deaths of citizens.

Security agents in Zahedan fired without warning on a passenger car, killing two of its occupants.
Security climate in the province
The incident comes as the security climate in Sistan and Baluchestan has intensified in recent days. On the morning of Monday, 5 October, two police officers were killed in an armed attack on a police patrol on the Bampur–Iranshahr road, and a group calling itself the "Popular Fighters Front" claimed responsibility.
Deaths of citizens at the hands of agents are also continuing in other parts of Iran, including Pejman Sourani, a 33-year-old resident of Najafabad, who died after being beaten by agents.
